If you can ignore those noises it would be good for working hard out in 20-30 degree temperatures in snow conditions, such as Skate skiing or cool rainy conditions. Not warm enough for general walking around in colder temperatures.

Loved it right away. But not great for running. Not very breathable. Moisture gathered on the inside. Good with water resistance. Haven't been out in extreme rain with it yet. Good for windy days too.

I then moved to Finland and wore it daily as a bike-commuter in the winter and spring. The jacket has the right ventilation, fits an athletic upper body, and is long enough in the sleeves for my climber's monkey arms. It retained its water resistance through tons of wet weather and chafing (under a back pack). this is a great purchase for your dollar.
