Not water proof, but that's easily accommodated with pack covers. Good value.

The system for attaching it to the rack is very easy to use - I can get it on/off in seconds. The bags sit back on the rack and are contoured to minimize heel strike. I have a mountain bike with 17" chainstays and size 10 shoes and have no problems. The only downside is that the bag is not waterproof, so if you're riding in heavy rain or touring I would recommend buying a cover for it.

My old panniers eventually gave out where the hooks are attached to the hard plastic backing. The metal hooks on my old panniers were plenty strong but the small contact area with the backing created a weak spot. I bought the Deuter panniers mainly because of the beefy attachment system, which you find on more expensive panniers. The quick release feature works great. I hope the nylon hooks hold up.
